The Kahnawà:ke Gaming Commission directly lists 22bet.com under Starsten Limited. The Curaçao side is associated with TechSolutions Group N.V. under licence OGL/2024/590/0758.

So there is regulatory coverage behind the brand, but two company names sit across the global licensing setup rather than one very obvious operator identity.

That's a transparency drawback, particularly compared with casinos that publish one company and one licence consistently from footer to terms page.
