Ice Casino has the biggest welcome headline here, at €1,500 and 270 spins. Its live-dealer floor is also deep. But its Curaçao casino licence gives Irish players a different complaints route from the European-licensed sites above it.
Check the licence before depositing. Ice Casino operates under Curaçao permissions, not an Irish casino licence. We read the full bonus terms rather than the promotional summary, looking specifically for maximum bet limits during wagering, game weightings, withdrawal caps on bonus winnings, and expiry windows. Those are where offers differ most in this market.
We checked the company and licence behind each product, not just the badge in the footer. An Irish betting licence does not cover casino play. For a casino dispute, look for the operator and regulator named in the casino terms.
Flagship slots were checked against their providers' published RTP rates to identify any reduced versions in use. Three sites here run at least one title below default, and we have said so in each case.

Irish law separates betting, casino gaming and lotteries. That matters because Ireland's new licensing system is arriving in stages. GRAI remote betting licences took effect on 1 July 2026 for online and telephone bookmakers and remote betting intermediaries. Casino games and slots sit outside those licences. GRAI plans to introduce remote gaming licences later, with more licence categories due through 2027 and 2028.
For now, check the company named in the footer or account terms, the product covered by its licence and the domain shown on the regulator's register. A euro balance and an Irish-facing website prove very little on their own.
Mixed betting and casino sites need extra care. The sportsbook may hold a GRAI remote betting licence while the casino sits under a separate company and gaming licence. The two tabs may feel like one product, but the regulatory protection can change when you move between them.
A licence is still only one part of the decision. It gives the operator rules to follow and may give you somewhere to take a dispute. Bonus value, payout speed and the amount you are comfortable leaving in the account need judging separately.

The protections already attached to licensed betting accounts include age and identity checks, a facility to set spending limits, a ban on credit-card funding and a right to request account closure in writing. Operators must provide their terms and may not unreasonably withhold winnings, although they can pause payment while investigating suspicious gambling activity. GRAI lists the protections currently in force.
The full 2024 Act is not operational yet. GRAI's current guidance lists remote gaming as a later stage. The National Gambling Exclusion Register, the Social Impact Fund and parts of the rules on advertising and inducements were also waiting to commence when checked.
This is where broad labels cause trouble. If a card says a brand has “GRAI coverage,” look for the activity beside it. A remote betting licence supports a claim about the sportsbook, not the casino lobby.
Betting means staking money on an event. A betting intermediary provides the platform for customers to bet with other parties. Gaming covers paid games such as slots, roulette, blackjack and live dealer tables. The Gambling Regulation Act gives these activities separate licence classes.
The distinction becomes important when one login opens everything. The sportsbook, exchange and casino can share a wallet and branding while being operated under different permissions. If a withdrawal or account dispute starts in the casino, use the company and licence written into the casino terms. The sportsbook's GRAI entry may lead you to the wrong complaints route.
Licensing notes in the rankings above should name the regulator, legal company and covered product. “Licensed brand” is too vague to help anyone. An application or notice of intent is weaker again: neither is proof that a licence was issued.
Start by saving the evidence. Keep the withdrawal reference, transaction records, terms, screenshots, chats, emails and case numbers. Write down when the withdrawal was requested, when verification finished and when the operator's stated processing period ended. GRAI asks for the operator, relevant dates, the alleged breach and supporting records when assessing a complaint.
Take the issue through the operator first. Ask support to move it to the formal complaints team, say what outcome you want and request the answer in writing. A useful complaint could follow this structure:
Withdrawal [reference] was requested on [date]. Verification was completed on [date], and the processing period stated in your terms ended on [date]. Please confirm the reason for the delay and when the balance will be paid.
Replace each bracket with the player's real reference or date before sending the complaint.
If the operator rejects the complaint or stops responding, return to the terms and identify the company, product regulator and any named dispute service. Do not assume the sportsbook route covers a casino dispute under the same logo.
GRAI can investigate whether one of its licensees breached an obligation that is in force. It cannot decide an individual customer dispute or recover a balance for the player. Its current complaint process is limited to qualifying conduct by licensed remote betting operators and intermediaries after 1 July 2026. Do not use a chargeback to reverse a fair gambling loss. For an unauthorised payment, contact the bank and describe exactly what happened. Suspected fraud, identity misuse or a large disputed balance may need independent legal advice.
